Project Description:

The Enguri hydropower scheme is located at the Enguri River in west Georgia. The hydro-power cascade of the Enguri and Vardnili Hydropower Plants (“HPPs”) was commissioned in late 1970s. Their share of electricity generation reaches 40 % of the country’s electricity production and represents the largest hydropower scheme in the national power system.

EBRD became involved in financing of the Enguri and Vardnili HPP Rehabilitation Project (the “Project”) in 2000. The project involved a full-scale rehabilitation of the hydro cascade. A new loan financing provided by EBRD in 2018 aims to resolve a number of safety issues.

Assignment Description:

On the basis of the Consultancy Procurement Document the Client intends to select and contract a consulting company (the Consultant) to perform the annual maintenance audit on the Enguri and Vardnili hydropower scheme and to produce an annual operation and maintenance (“O and M”) program for the years 2018 to 2021 (the Assignment).

The expected outcome of the Assignment is improvement of safety and sustainability of operations of the power plants for greater self-reliance.

The selected Consultant will identify opportunities to strengthen the management control framework of the O and M program, as well as the management of the capital investment projects and O and M funding. The Consultant will also propose a Management Action Plan.

Consultant Selection Procedure: Single stage open competitive selection

Interested firms of groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in September 2018 and has an estimated overall duration of about 10 man / months over a 4-year period.

Cost Estimate: 100 000 EUR. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client the Assignment may be extended beyond the current scope and duration.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes / VAT are payable, the Client will have to pay indirect taxes / VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: EBRD loan proceeds.

Eligibility: There are no eligibility restrictions based on the consultant"s country of origin.

1) The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the CPD. The highest-ranked Consultant will be selected and be invited to negotiate the contract, subject to availability of funding;

2) Any updates of and clarifications on this procurement notice and / or the CPD shall be announced as updates on this notice, without any other notification. In the event of changes to the CPD, consultants will need to download the updated version of the CPD. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.
