Impact analysis of ICOS RI.
The Integrated Carbon Observation System (ICOS) a distributed European Research Infrastructure to enable research to understand the greenhouse gas (GHG) budgets and perturbations aims to analyse its impact in a broad approach including scientific, societal, and economic aspects. The analysis shall comprise ICOS data, results and services. As societies constantly have to adapt to environmental challenges, data and services from environmental research infrastructures such as ICOS play an important role in societal decision processes. Furthermore, ICOS data and services may have unlocked innovation potentials and economic impact that require an improved strategy for further development of the research infrastructure.
The work will be coordinated from ICOS ERIC Head Office, Helsinki, Finland. The work will be carried out in Europe.
Describing the impact of an environmental Research Infrastructures requires a thoroughly developed set of indicators. Currently, it lacks well-established models (ESFRI Roadmap 2016). The aim of the requested study is to analyse impact in several steps:
1.to define a comprehensive framework for impact analyses describing the impact of an Environmental Research Infrastructures in General and specifically ICOS RI to science, society, and economy in a broad and comprehensive approach,
2.to develop a set of Key Performance Indicators (KPIs) enabling ICOS RI to evaluate its impact,
3.to describe the current impact of ICOS RI, and
4.to develop a strategy to improve it.
The primary impact of RIs in general is in the field of human resources, science and technology (horizontal level in Figure 1). For ICOS this is the science of the global carbon cycle and greenhouse gas exchange between land, oceans and atmosphere. This science field is highly interdisciplinary and sensor technologies develop extremely quickly. ICOS has developed high standards for these diverse measurements to improve the quality and interoperability of its products. While these are needed and highly valued in the scientific community, their impacts in improving science are still not validated. This Impact Analysis should provide insight into these. For example, this could result in shorter times of producing publications as less time goes into preparing the data, or to higher quality of publications due to top-level data. Furthermore, the high ICOS standards may influence research infrastructures in other regions to improve their standards as well. To operate in this highly versatile landscape very flexible and highly educated scientific and technical staff and developed managerial skills in the coordination are needed. Therefore, RIs have a deep impact on the professional and career development of their personnel via access and training also to a wider scientific community.
