BACKGROUND
UNDP’s Bureau of Policy and Programme Support (BPPS) provides leadership and technical support to deliver on the UNDP’s Strategic Plan priorities on Sustainable Development
Pathways and Resilience and Governance. As the UN system"s development program and a GEF Implementing Agency as well as Green Climate Fund Accredited Entity, UNDP also supports
countries in addressing development, climate, and ecosystem sustainability in an integrated manner. The UNDP Global Environmental Finance (GEF) Team within BPPS, among its many
foci offers countries highly specialized technical services that include providing leadership on the formulation process for project proposals for submission to the Green
Climate Fund (GCF) which also need to meet the minimum requirements as per the UNDP’s Social and Environmental Standards (SES).
UNDP’s SES underpin UNDP’s commitment to mainstream social and environmental sustainability in its Programmes and Projects to support sustainable development. The objectives
of the standards are to:
- Strengthen the social and environmental outcomes of Programmes and Projects
- Avoid adverse impacts to people and the environment
- Minimize, mitigate, and manage adverse impacts where avoidance is not possible
- Strengthen UNDP and partner capacities for managing social and environmental risks
- Ensure full and effective stakeholder engagement, including through a mechanism to respond to complaints from project-affected people
A key mechanism to ensure these standards are applied is through UNDP’s project-level Social and Environmental Screening Procedure (SESP) http://www.undp.org/content/undp/en/home/operations/social-and-environmental-sustainability-in-undp.html);
which is a requirement for all proposed projects with a budget of $500,000 or more. The objectives of the SESP are to: (a) Integrate the SES Overarching Principles (human
rights, gender equality and environmental sustainability); (b) Identify potential social and environmental risks and their significance; (c) Determine the Project"s risk
category (Low, Moderate, High); and (d) Determine the level of social and environmental assessment and management required to address potential risks and impacts.
Government of Kiribati, led by the Ministry of Finance and Economic Development (MFED) Authority (CCDA) in partnership with various other government agencies and the United
Nations Development Programme (UNDP), is developing a proposal on climate change adaptation in Kiribati to submit to the Green Climate Fund (GCF). The project seeks to
strengthen resilience of communities in the outer islands of Kiribati through protecting and enhancing the functions of the natural coastal defenses and ecosystem services. UNDP
has mobilized a team of consultants to prepare the full proposal package in time for submission.
Within this overall background, UNDP is seeking a Social and Environmental Safeguards to provide the UNDP proposal development team with one-on-one technical assistance and
conduct assessments to ensure that the proposed Kiribati Coastal Adaptation project is designed to meet the objectives laid out by the UNDP SES and GCF.

SCOPE OF WORK AND DELIVERABLES
The consultant is expected to support the achievement of the following objectives:
- Ensure that project being developed are designed to include avoidance of potential social and environmental risks, and when avoidance is not possible, to ensure that proper
assessment will be conducted, and management measures are put in place;
- Conduct detailed reviews and screen project concepts to identify likely environmental and social risks, recommend ways in which to avoid such risks, and develop sound
project-specific assessment and management measures and plans consistent with the requirements of the UNDP SES;
- Ensure that all documents necessary to ensure full compliance with UNDP’s SES are prepared, in particular:
- Environmental and Social Management Framework
- Environmental and Social Management Plan;
- Develop other supporting documents required for the funding proposal related to the environmental data; including input to the Concept Note development and identified
sections of the full proposal document (especially sections E3, F3 and G2)
- Two-tiered Grievance Redress Mechanism.
The consultant(s) will be responsible for the following activities:
- Become fully familiar with the UNDP’s SES and those of relevant funding bodies.
- Review draft project concepts and document/identify potential environmental and social risks.
- Provide input into the initial project design and Concept Note to ensure the project will not have high level environmental and social risks
- As necessary, recommend issues for further discussion during stakeholder consultations undertaken during project development.
- Ensure that identified social and environmental risks at the concept stage are effectively described in the final project proposals, addressing how the projects will avoid
or mitigate negative impacts and incorporate appropriate environmental and social management plans as necessary.
- Identify any potential social and environmental risks that will require further assessment and management planning during implementation, identify the level of risk and
probability, and incorporate these requirements into the project proposal.
- Prepare any other documentation – including additional management plans/frameworks – as may be required to ensure full compliance with UNDP’s SES.
- Provide recommendations and advice to establish a two tiered Grievance Redress Mechanism (GRM) for the GCF proposal based on an existing template. The template shall be
modified according to existing frameworks as necessary
Expected Outputs and Deliverables
The consultant will deliver the following final products, as relevant and agreed to prior to commencement of any task:
- Input to the project design and Concept Note
- Complete UNDP’s SESP for the proposed project.
- Screening includes identification of: (i) potential social and environmental risks; (ii) impact and probability rating; (iii) significance rating; (iv) overall project risk
categorization; and (v) assessment and management measures.
- A complete Environment and Social Management Framework and/or Environment and Social Management Plan for the proposed project
- Input to sections E3, F3 and G2 of the Full Proposal
- Recommendations for the two-tiered Grievance Redress Mechanism (GRM)
Timelines:
The expected timeframe of the Consultancy is 30 days which includes at least 7 days for travel to Kiribati.
