BACKGROUND

The ACP-EU Development Minerals Programme is a three-year, €13.1 million capacity building program that aims to build the profile, and improve the management, of Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and the United Nations Development Programme (UNDP), and implemented by UNDP.

The mining of Development Minerals has important implications for sustainable development, however, they have not received adequate attention for their potential to impact livelihoods; and few development programmes have provided support for this mining sub-sector. Often referred to as Low Value Minerals and Materials (LVMM) due to their low price as a function of their weight, and their relatively low value to international commodity markets, Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of national development. In comparison to the metals sector, Development Minerals have closer links with the local economy, and have the potential to generate more local jobs, with a greater impact on poverty reduction. This is partly because the sector is dominated by small and medium scale domestic businesses.

Income generated from this sector often remains unrealized or under-realized. This is in part due to the uncertain legal and regulatory framework in which the sector operates and the lack of publicly available and easily accessible geological data, which exacerbates wasteful exploration and discourages investment in the sector. Furthermore, there can be significant social and environmental impacts associated with the mining of Development Minerals, with consequences on health and safety of workers in this sector and surrounding communities.

The ACP-EU Development Minerals project in Fiji utilizes UNDP’s capacity development approach and key stakeholders targeting public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises and associations, business development centers; and social stakeholders such as civil society organizations and community groups.

Consultation and Objectives

The Development Minerals project will be undertaking a two-day consultation process on minimum standards and specifications of construction materials quality in Fiji. The overall aim for consultations on minimum standards and specifications of construction materials quality is to improve the capacity of key stakeholders to meet minimum standards and specifications for construction materials quality and identify means to address this

The consultation workshop will have the following objectives:

  • To enhance understanding of international minimum standards and specifications for construction material quality;
  • To identify gaps in Fiji’s production meeting international standards and specifications for construction material quality; and
  • To enable stakeholders to identify the means of addressing the gaps in meeting international standards.

Methodology

The consultation workshop will be tailored to reflect on international standards and specifications to allow participants to identify gaps and the means to address the identified gaps in Fiji’s production meeting international standards and specifications for greater quality construction.

DUTIES AND RESPONSIBILITIES

Scope of Work

Under the direct supervision of the Country Coordinator for Development Minerals – Fiji project (UNDP Pacific office in Fiji) the Service provider will:

  • Undertake a situation analysis (inclusive of consultations, review of national documents and field visits) to capture international standard specifications and standards for construction materials and the gaps that exist in the industry in Fiji (4 days)

• Prepare a draft outline of the Consultation Workshop agenda. (1/2 day).

  • Work with the Country Coordinator to identify the Consultation workshop participants ensuring representation of all the key stakeholders (as identified in the situation analysis) nationally (1/2 day);
  • Facilitate a two-days consultation workshop for the selected participants (2 days);
  • Submit and outcomes based workshop report capturing key discussions, opportunities and challenges, and concrete recommendations for UNDP and relevant implementing partners. The report will also include a summary of Return to Work Plans of participants. The due date for the training workshop report is 3 days after completion. (3days)

Expected Outputs and Deliverables

  • Situation Analysis for the international standard specifications and standards for construction materials and the gaps that exist in the industry in Fiji.

Timeline: by 28th February 2018

  • Consultation Workshop Agenda. Timeline: by 28 February 2018
  • Agenda and rationale on how the program contributes to the objectives of the consultation workshop (including presentations).
  • The training materials will include a mixture of technical presentations, case studies, reference materials and hand-outs. Value addition/processing handbook/video for target minerals.
  • Consultation Workshop. Timeline: training to be scheduled for 6th -7th March 2018;
  • Final report. Timeline: by 31 March 2018
  • The final report will capture the key discussions and outcomes of the training, as well as provide an evaluation of the training effectiveness and recommendations for improvement. The final report will provide a summary of the return-to-work plans initiated by the training participants.

Institutional Arrangement

  • The consultant will be provided with Desk space at the UNDP Pacific office but is also expected to be out posted to the Mineral Resources Department of Fiji. The consultant is expected to use their own laptop with proficiencies to use Microsoft office products.
  • Overall, the consultant will be reporting to the Country Coordinator, as well as to the Project manager, for the Development Minerals Fiji project, at the UNDP Pacific office in Fiji.

Duration of the Work

  • On a daily basis, the consultant will report to the Country Coordinator for the Development Minerals – Fiji project
  • All reports and documents relating to the assignment will be submitted to the UNDP Pacific Office in Fiji.
  • The consultant is expected to work up to 10 days over a one-month period for the duration of the contract.
  • The consultant is expected to start from 23rd February till 31st March 2018
  • A minimum of 3 working days is required for processing of payments, once contract deliverables have been approved by UNDP

Duty Station

  • The consultant will primarily be based in Suva, with the UNDP Pacific office, as well as at the Mineral Resources Department of Fiji also in Suva. There may be field visits involved as part of the assignment.

COMPETENCIES

  • Strong interpersonal and communication skills;
  • Strong analytical, reporting and writing abilities skills;
  • Openness to change and ability to receive/integrate feedback;
  • Ability to plan, organize, implement and report on work;
  • Ability to work under pressure and tight deadlines;
  • Comprehensiveness knowledge of the construction and quarry sector in Fiji and international standards and best practices that apply to quality of construction materials
  • Proficiency in the use of office IT applications and internet in conducting research;
  • Excellent presentation and facilitation skills.
  • Demonstrates integrity and ethical standards;
  • Positive, constructive attitude to work;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

REQUIRED SKILLS AND EXPERIENCE

Educational Qualifications:

  • Graduate Certification in Materials Engineering or Civil Engineering

Experience

  • Minimum number of 10 years of work experience in Development Minerals in the Pacific;

Language requirements

  • Fluency of English language is required;

Price Proposal and Schedule of Payments

Daily Fee. Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done based on submission and acceptance/approval of contract deliverable.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant/firm whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Relevance of Education – Max 40 points
  • Criteria 2 Relevance of Experience.- Max 30 Points
  • Criteria 3 Financial Proposal)– Max 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documentation required

Interested individual consultants/firms must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P11/Firm Portfolio , indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in United States Dollars (USD).

Incomplete proposals may not be considered.
