[3] UNDP preference is not to pay any amount in advance upon signing of contract. [8] Official Letterhead/Stationery must indicate contact details – addresses, email, phone and fax numbers – for verification purposes Terms of Reference TRAINING OF TRAINERS WORKSHOP ON ENTERPRISE SKILLS, MARKET ANALYSIS, INVESTMENT PROMOTION AND VALUE ADDITION IN THE DEVELOPMENT MINERALS SECTOR, FIJI The ACP-EU Development Minerals Programme is a three-year, €13.1 million capacity building program that aims to build the profile, and improve the management, of Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and the United Nations Development Programme (UNDP), and implemented by UNDP. The mining of Development Minerals has important implications for sustainable development, however, they have not received adequate attention for their potential to impact livelihoods; and few development programmes have provided support for this mining sub-sector. Often referred to as Low Value Minerals and Materials (LVMM) due to their low price as a function of their weight, and their relatively low value to international commodity markets, Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of national development. In comparison to the metals sector, Development Minerals have closer links with the local economy, and have the potential to generate more local jobs, with a greater impact on poverty reduction. This is partly because the sector is dominated by small and medium scale domestic businesses. However, the income generation potential of the sector often remains unrealized or under-realized. This is in part due to the uncertain legal and regulatory framework in which the sector operates and the lack of publicly available and easily accessible geological data, which exacerbates wasteful exploration and discourages investment in the sector. Furthermore, there can be significant social and environmental impacts associated with the mining of Development Minerals, with consequences on health and safety of workers in this sector and surrounding communities. The ACP-EU Development Minerals project in Fiji utilizes UNDP’s capacity development approach and key stakeholders targeting public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises and associations, business development centers; and social stakeholders such as civil society organizations and community groups Scope of Work and Functions UNDP is seeking the services of a competent consultancy firm in Fiji to facilitate 1 national training workshop on Enterprise Skills, Market Analysis and Investment Promotion in the development minerals sector – targeting small-scale operators/SMEs Government representatives and resource owners in Fiji Objectives The training workshop aims at improving the capacity of key stakeholders in the Development Minerals sector such as small -scale operators/SMEs and Business Development Service providers both from government line Ministries and the private sector, to establish and manage business enterprises in a sustainable and inclusive manner, specifically skilling in enterprise development and management, market analysis and investment promotion as well as value-addition. The training workshop will have the following objectives: To enhance enterprise development and management skills, enabling existing and potential (formal and informal) small and medium-sized entrepreneurs, including women and youth, to start viable businesses, strengthen the viability and profitability of existing enterprises and create employment in the process; Enhanced understanding of gender and human rights dimensions of the sector at local level with concrete recommendations for stakeholders on addressing gender disparity, human rights issues, as well as building capacity for conflict management and resolution; To increase understanding of the dynamics of the targeted value chains and identification of the opportunities and constraints along specific value chains; To develop the market analysis and investment promotion skills of small and medium-size enterprises; To enhance the capacity of business development services (BDS) to facilitate business start-ups and scale-ups by delivering sector-specific training, extension services and support for existing and potential entrepreneurs in market analysis and investment promotion; To facilitate in-country knowledge exchange on low-technology, low-cost and environmentally friendly value addition techniques for targeted minerals for the sector to contribute to inclusive and sustainable development. Methodology The training will be tailored to reflect mineral specific issues and allow participants to reflect on the minerals they deal in. Participatory, adult learning methodologies will be used, including a mixture of technical presentations, participant knowledge sharing, case studies, a field visit, group discussion, role-plays, and guest speakers. An application process for the Training participants will be launched and dissemination supported by the Development Mineral committee. The targeted training participants will be drawn from the small scale private sector, mining and quarry associations, business development stakeholders and sector-specific extension service providers from both the public and private sectors. Training participants will be invited by the Development Mineral committee. A field visit will be organized on a designated day of the workshop to allow participants to witness low cost and low technology mineral beneficiation as part of the introduction to value addition.
