This invitation for pre-qualification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 16.10.2017
Suez Oil Processing Company (SOPC), hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of SOPC Energy Efficiency and Upgrade Program.
Suez Oil Processing Company (SOPC) intends to revamp and upgrade the existing delayed coker complex to allow operating the complex at its original throughput of 5 000 MTPD of atmospheric residue. The coker complex is located within the premises of SOPC refinery area, Suez, Egypt. The project will cover several upgrade steps including the following modifications that allow together the conversion of the feed’s heavy residue into the desired more valuable products such as LPG, Jet fuel, Euro 5 Diesel, Petroleum Coke.
— New Vacuum Distillation Unit (VDU) to replace the existing unit,
— New Distillate Hydro-treating Unit (DHTU) to replace the existing 2 distillate hydrotreating units,
— New Delayed Coking Unit (DCU) with all its supporting units to replace the existing units.
The site is located in Suez Governorate, approximately 150 km East of Cairo and approximately 3 km to the west of the central business district (CBD) of the city of Suez.
The client intends pre-qualifying firms and consortia to tender for the following contract(s), hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan:
The scope of the contract includes the purchasing of 12 equipment’s lots, tenderers may apply for specific or combinations of the following equipment’s lots:
Lots 1 Title
1) Fired heaters;
2) API 618 reciprocating compressor;
3) API 617 centrifugal compressors;
4) Air compressors/dryers;
5) Critical heat exchanger 1st reactor feed/effluent exchangers, low alloy and inconel cladded;
6) Piping bulk (metallic and nonmetallic);
7) Piping valves;
8) Piping supportS (spring, rigid struts, snubbers, sliding plates, etc);
9) Piping specialties (access fittings and valves interlock);
10) Explosion proof electrical bulk material;
11) Main electrical equipment (Switch Gear (SWG), transformer);
12) New Integrated Control and Safety System (ICSS).
The above lots detailed as a following:
Lot 1: Fired Heaters
Fired heater definition/function:
Fired heater is equipment used to provide heat for a process or can serve as reactor which provides heats of reaction. Heater designs vary as to its function, heating duty, type of fuel and method of introducing combustion air.
Fired heater package main components:
1) Fired heater structure composed of 3 main items:
— radiant section (fire box),
— convection section,
— stack.
2) Burners (low Nox burners) liquid fuel or gas fuel types;
3) Fuel gas skid;
4) PLC;
5) Burner management system;
6) Package instruments and interconnecting cables;
7) Package piping;
8) Air preheating system (if applicable).
Lot 2: API 618 reciprocating compressor
Reciprocating compressors packages for use in refinery industry process services, according to API 618 latest edition requirements.
Lot 3: API 617 centrifugal compressors.
Centrifugal compressors packages for use in refinery industry process services, according to API 617 latest edition requirements Lot 4: Air compressors/dryers.
1) Oil flooded screw air compressor package according to manufacturer standard;
2) Packaged integrally geared centrifugal air compressor, according to API 672 latest edition, for use in refinery industry.
Dryers (including refrigerant, desiccant dual towers), pre-filters, after filters, coalescing filters, after cooler according to manufacturer standard, to achieve air quality of 1μm solid particle size, Dew point of -40oC, and 0,01 ppm of oil for instrument air which is in accordance with class 2.2.1 compressed air quality based on ISO 8573-1.
Lot 5: Critical heat exchanger 1st reactor feed/effluent exchangers,
Low alloy and inconel cladded.
A heat exchanger is a device used to transfer heat between 2 or more fluids. The hot and cold fluids are separated by a solid thin wall, allowing the exchange of heat between the 2 fluids. As a result, the hot fluid is cooled and the cold fluid is heated.
Lot 6: piping bulk (metallic and nonmetallic).

Pipes and fittings system that conveys liquid, gas, and occasionally solid materials.
Piping bulk (metallic and nonmetallic) function:
Conveying liquid, gas, and occasionally solid materials through process stages.
Types of piping bulk (metallic and nonmetallic).
Piping bulk includes 2 types:
1) Pipes;
2) Fittings.
Fittings include many types such as:
1) Flanges;
2) Elbows;
3) Tees;
4) Olets;
5) Blinds and spacers;
6) Nipples.
Lot 7: Piping valves
Piping valves definition:
A valve is a device that regulates, directs or controls the flow of a fluid (gases, liquids, fluidized solids, or slurries) by opening, closing, or partially obstructing various passageways manually.
Piping valves function:
— On/Off,
— Control,
— non-return.
Types of piping valves:
1) Gate, globe and check smaller than 2”;
2) Gate, globe and check equal or larger than 2”;
3) Ball valves;
4) Butterfly valves;
5) Dual plates check valves.
Lot 8: Piping supports (Spring, rigid struts, snubbers, sliding plates, etc.)

Piping support is a structural element which carries the weight of the piping and/or controls the piping movement.
Piping supports function:
1) Keeping the stresses in the piping system within its allowable limits.
2) Controlling the imposed loads from the piping systems on the equipment.

1) Spring Supports:
Uses helical coil compression springs to accommodate loads and associated pipe movements due to thermal expansions or differential settlement. They are broadly classified into 2 types variable and constant spring supports.
2) Rigid struts:
Rigid struts are a rigid connection between a piping system and supporting structure. They offer a pivot connection, allowing a small angular displacement (+/- 7 degrees) whilst maintaining a rigid connection in both compression and tension. This allows a pipe movement due to thermal expansion in a singular direction.
3) Snubbers:
Dynamic restraints commonly used to protect pipe work from abnormal movement in process piping in situations such as earthquake or fluid disturbance caused by valve closure or pumping.
Lot 9: Piping specialties (access fittings and valves interlock)

Piping specialties definition:
Items not covered by codes/standards
Piping specialties function:
1) Access fittings monitor/control the corrosion rate;
2) Valve interlock controls sequence of opening/closing valves.
Types of piping specialties (including but not limited to the following):
1) Access fittings;
2) Valves interlock;
3) Flexible hoses and hose connections;
4) Expansion joints (rubber and metallic);
5) Strainers.
Lot 10: explosion proof electrical bulk material
Electrical material used in hazard process area such as lighting fixtures, junction boxes, sockets, power distribution panels, motor control stations.
Lot 11: Main electrical equipment (Switch Gear (SWG), Transformer).
Switchgear (Medium/Low Voltage), Power transformers, Distribution panels, Un interrupted power supply (UPS), and Battery chargers.
Lot 12: New Integrated Control and Safety System (ICSS)
Integrated Control and Safety System (ICSS) is composed of Distributed Control System (DCS), Emergency Shutdown System (ESD) and fire and gas system that will monitor, control and ensure the safety operations for the project units. The DCS and ESD will interface to the plant equipment/instruments by hard-wired IO, through marshalling cabinets located in the control room. The DCS will also interface to the packages via serial links. F&G cabinets will interface to dedicated fire and gas detection system.
The client will provide the Materials Requisitions (MRQ’s) for the above-mentioned lots as it’s part of tender doc’s and will be provided at stage of inviting pre-qualified applicants to Tender – 2 stage goods and related services.
Pre-qualification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.
