Negotiated Procedure of Explosive Detection Systems (EDS) for Billund Lufthavn A/S
In order to meet new EU standards for security in European Airports an update of the contracting authority’s existing baggage handling system and security checkpoint of baggage is planned at Billund Lufthavn.

In order to meet new EU standards for security in European Airports an update of the contracting authority’s existing baggage handling system and security checkpoint of baggage is planned at Billund Lufthavn.
The contracting authority intends to invest in new conveyor belts for baggage also called baggage handling systems (herein referred to as BHS) and to implement new ECAC approved Explosive Detection Systems (herein referred to as EDS) in it"s security

This tender regard a contract on the delivery, installation and commissioning of 2 EDS as well as ongoing service agreement for 2 years after the expiration of the warranty. The requirements for the EDS are described in detail in contract appendix A – Specifications and requirements.
All negotiations will follow the same process, see below:
1) Prior to the negotiating meeting, the contracting authority will send out a meeting agenda;
2) A short note on the assessment of the initial tender will be enclosed with the agenda. the note contains the contracting authority’s assessment of relevant opportunities for improvement in the initial tender, as well as any identified reservations which the contracting authority regards as reservations concerning the contents of the tender documents.
(a) reservations mean descriptions which may or must result in non-compliance if the reservation is also made in the final tender.
3) The tenderer will have the opportunity to comment on different views on matters stated in the forwarded note.
4) 1 negotiating meeting will subsequently be held per tenderer.
The contracting authority points out that:
— only the contents of the final tender will form the basis for the evaluation of the tender and thus the basis for awarding the contract;
— fundamental elements will not form part of the negotiations;
— the criteria for awarding the contract and their weighting must remain stable throughout the procurement procedure, and they will consequently not form part of the negotiations;
— the contracting authority does not offer any fee for participation in the invitation to tender, including the negotiating process;
— the contracting authority will document the entire process in the form of internal minutes of the meetings.
Concurrent notification will be given to the tenderers about all matters, including any changes to the contents of the tender documents.

Among the compliant applicants which meet the requirements, cf. Section lll.1), up to 5 applicants are selected on an objective, impartial and factual basis and requested to submit tenders if 5 compliant and suitable applications are received.
If the above number of compliant and suitable applications are not received, the contracting authority will select the applicants which are compliant and suitable, as long as the contracting authority finds that the number of selected applicants can ensure adequate competition on the assignment.
The selection is made on the basis of the most relevant references, where particularly the number of and relevance of the references will be of importance.
The contracting authority will regard the following as positive:
— the tenderer has experience with delivery, installation, commissioning and service of EDS to European Airports regulated by ECAC,
— the tenderer has experience with service contracts on delivered EDS to European Airports regulated by ECAC,
— the number of references.

It will be possible for pre-qualified tenderer’s to inspects the specific location in Billund Lufthavn intended for the installation of the new EDS. The inspection will be held as one unified inspection for all the pre-qualified tenderer’s who wishes to attend.

— the applicant may provide up to 3 references which the applicant finds most comparable with this invitation to tender, see Section II.2.4), and which alone or jointly meet the minimum requirements, see below
—— if more references are provided, the contracting authority will only assess the 3 latest references. Latest references mean unconcluded references or references with termination closest to the tender deadline. If more references are unconcluded, the contracting authority will (where relevant) assess the references with the latest commencement date;
—— the applicant must click ‘+’ to fill in more references;
—— the references must have been carried out within the last 3 years calculated from the date of the application deadline;
—— the contracting authority will disregard references concluded more than 3 years before the application deadline;
—— for references with an older commencement date, but where services (part assignments) have been concluded within the last 3 years, the contracting authority will only assess the services (part assignments) which the applicant has performed within the last 3 years calculated from the application deadline. The applicant is responsible for specifying the contents of the reference, so that the services (part assignments) in question are clearly stated.
— the references must contain the following:
1) Description: description of the assignment(s) with focus on the elements which make the reference comparable and compliant with the minimum requirements. The description may also contain information about the period(s) in which the assignment has been performed (start and conclusion dates);
2) Amount: the value of the assignment(s) in DKK, i.e. the amount paid by the customer for the performance of the assignment(s);
3) Date: date for start-up (commencement date) and date for completion (conclusion date) of the most recent assignment listed under ‘Description’. For references which have not yet been concluded, the field ‘conclusion date’ is left blank/empty;
4) Recipients: customers name incl. contact person and contact person’s telephone number.
Minimum level(s) of standards possibly required:It is a minimum requirement that the applicant holds at least 1 reference containing delivery of an ECAC approved Explosive Detection Systems with associated service contract to a European Airport within the last 3 years.

— contract Appendix A – Specifications and requirements.
