Summary: selection process for contracting the consultancy services related to the works supervision of the concession contract for Bogota Metro Line 1, currently being tendered by Empresa Metro de Bogotá; including but not limited to the supervision of the technical, financial, legal, administrative and operational aspects of the project, inclusive of the land acquisition process, the environmental and social matters, and health and safety related issues.

Empresa Metro de Bogotá SA has applied for a loan from the European Investment Bank (EIB) towards the cost of the Bogota Metro Line 1 Section 1 (Primera Línea del Metro de Bogotá – Tramo 1, PLMB). The aim of the project is the construction of the first metro line in Bogotá, the capital city of Colombia, comprising a 24 km long elevated metro line with 16 stations, a depot, and 23 metro trains.

The estimated total cost of this consultancy service contract is 317 537 035 869 COP (three hundred seventeen billion five hundred thirty-seven million thirty-five thousand eight hundred sixty-nine Colombian pesos). The EIB intends to finance this contract together with the IBRD and the Inter-American Development Bank (IADB).

Procurement of contracts financed by the EIB will comply with the principles and will be conducted through the procedures as specified in the EIB Guide to Procurement (June 2011), specifically, the EIB is seeking delegation of procurement monitoring to the IADB as lead financier, as per clause 3.2.3 in the EIB Guide to Procurement.
