Backgroud:

In order to implement the relevant requirements of China"s national implementation plan of the Stockholm Convention, effectively reduce the emission of persistent organic pollutants in the life cycle of electrical and electronic equipment, and protect the ecological environment, Foreign Environmental Cooperation Center/Ministry of Ecology and Environment (FECO/MEE), in cooperation with the United Nations Development Programme (UNDP), developed the Global Environment Facility (GEF) to reduce sustainability in the life cycle of electronic and electrical equipment through environmentally harmless management. Project "full demonstration of emissions of sexual organic pollutants and persistent toxic chemicals (POPs/PTS)". The Centre for external Cooperation and Exchange, as the national implementing agency of the project, is responsible for the overall coordination and management of the project. Through the whole life cycle analysis of electrical and electronic equipment, the project will carry out activities such as improvement of policy standards, strengthening of regulatory capacity, ecological design, recovery system and disposal technology demonstration.

Since the launch of the project in 2014, a great deal of work has been carried out in the environmentally harmless management and disposal technology of waste electrical and electronic equipment. At present, the project has provided policy, management and technical support to the three demonstration provinces (Tianjin, Jiangsu Province and Hubei Province). In addition, technical demonstration activities on environmentally harmless disassembly, processing and disposal technologies have been completed in five waste electrical and electronic equipment treatment enterprises. It includes: standardized disassembly of waste electrical and electronic equipment, technical demonstration of removing components from waste printed circuit board, demonstration of BAT/BEP technology for disposal of wet waste printed circuit board, demonstration of BAT/BEP technology for disposal of waste printed circuit board, waste motor, demonstration activities for further processing, like the dismantling of compressors and the preparation of imitation stone bricks from waste resin powder, the technical manuals for the disassembly of electronic waste, the removal of components from waste printed circuit boards, the treatment of wet waste printed circuit boards and the treatment of abandoned printed circuit boards by fire have been compiled. Cumulative standard disassembly and disposal of waste electrical and electronic equipment about 64 million sets, comprehensive utilization of about 3500 tons of waste resin powder. In addition, the project carried out demonstration activities on the coordinated disposal and harmless management of waste cathode ray tube (CRT) lead cone glass by using both primary lead and recycled lead in three lead smelting enterprises, safe disposal of more than 13500 tons of CRT leaded glass to achieve the phased objectives of the project.

In order to efficiently implement the technical demonstration activities on the treatment and disposal of waste electrical and electronic equipment in the project, before the end of the project, relevant units will be hired to sum up the policy, management and technical experience of the project, and to prepare national promotion plans and training materials, participate in the project promotion activities, promote the environmental harmless management and technical system of waste electrical and electronic equipment in China, and reduce the environmental emissions of POPs. At the same time, the situation and main needs of harmless management of waste electrical and electronic equipment in developing countries or regions around China are analyzed, develop experience in environmentally harmless management of waste electrical and electronic equipment and technical manuals on disposal and disposal suitable for developing countries to provide the necessary support for the next phase of the project"s demonstration of technological results in developing countries.

I. Work objectives

The main objective of this work is to refine the technical demonstration experience of the project, and to investigate the environmental harmless dismantling, processing and disposal technologies of typical waste electrical and electronic equipment disassembly enterprises and their provinces (municipalities) in addition to the demonstration provinces, preparation of national promotion plans, training materials and environmental harmless management experience and disposal technical manuals for waste electrical and electronic equipment suitable for developing countries. It will also assist in promoting the implementation of the National Promoting Plan and the dissemination of demonstration technology results in developing countries, so as to achieve the overall objectives of the project in an all-round way.

II. Work contents

In order to achieve the objectives set out in the outline of work, the following activities should be carried out, but not limited to:

2.1 Condensing project management and demonstration technical experience and preparing the overall framework of the promotion plan.

Understand the progress of the implementation of the project and the relevant successful experience, for the three demonstration provinces (Tianjin, Jiangsu Province, Hubei Province), the management experience and harmless disposal technology of five waste electrical and electronic equipment disposal enterprises and three lead smelting coordinated disposal CRT leaded glass enterprises were investigated, summarize the experiences and lessons learned from the implementation of the project, discuss the main issues that must be taken into account in the National Extension Plan, and form the overall framework for the preparation of the national promotion plan.

2.2 Investigating the environmental harmless management and disposal technology of waste electrical and electronic equipment in addition to the demonstration province, and prepare a National Promotion Plan.

Questionnaire survey and field survey were used to investigate the disassembly enterprises of typical waste electrical and electronic equipment except the demonstration province. The selected areas included at least 2 provinces in the eastern, central and western regions of China, and at least 2 enterprises in each province. This paper deeply analyzes the recycling, dismantling, deep processing and disposal, pollution control and management level of waste electrical and electronic equipment, especially the generation and flow direction of waste circuit board and waste CRT lead cone glass. At the same time, taking into account the policy management and technical needs of the province (city) where the enterprise is located, combined with the project demonstration experience, from the point of view of technical feasibility, economic rationality, safety and environmental protection, in accordance with the overall framework of the National Promotion Plan, explore the promotion of its applicable management experience and technical methods to other provinces and cities outside the demonstration province, and to prepare the overall plan for the promotion of project management and technical experience.

2.3 Preparation of training materials for the promotion of environmentally harmless management and disposal of waste electrical and electronic equipment.

2.3.1 the training should be targeted at, but not limited to, the following:

a. Promote the relevant management personnel of waste electrical and electronic equipment in the area;

b. Popularize the relevant technical personnel of waste electrical and electronic equipment disposal enterprises in the area;

2.3.2 training materials shall include, but are not limited to, the following:

a. Stockholm Convention and its main regulatory provisions;

b. Technical requirements for the management and disposal of waste electrical and electronic equipment in China;

c. Experience in harmless management of waste electrical and electronic equipment;

d. Disposal technology of waste electrical and electronic equipment;

e. Relevant management experience and technical practice and cases.

2.4 Development of a technical manual on environmentally harmless management and disposal of waste electrical and electronic equipment suitable for developing countries.

To learn about the harmless management and major needs of waste electrical and electronic equipment in developing countries and regions around China, such as Vietnam, Thailand, India, and at least three neighboring countries, by means of data research. Combined with excellent management experience and technical methods under the project, including e-waste management system based on extended producer responsibility system, research on response measures for illegal cross-border movement of e-waste, standard dismantling technology for waste electrical and electronic equipment, disposal technology for waste circuit board, treatment and disposal of waste CRT lead-containing conic glass, etc.. This paper analyzes the feasibility and difficulties of its application in developing countries, refers to the pollution control technology and application in the whole process of dismantling of waste electronic and electrical equipment in China, and comprehensively considers the factors such as environmental friendliness, technical feasibility, cost-effectiveness and so on. Develop environmental harmless management experience and disposal technical manual for waste electrical and electronic equipment suitable for developing countries.

2.5 assist in the completion of other related work.

In order to ensure the timely and high quality implementation of the project, it is necessary to participate in the relevant working meetings under the project and the necessary on-site inspection and evaluation tasks on time, and prepare presentation materials and make speeches as required. Timely respond to the relevant questions and modification suggestions put forward by FECO, and provide technical advice and other support activities for the promotion of the project.

III. Expected work output:

At least one paper copy of the following report and one electronic version of the PDF scan shall be submitted in writing according to the content of the activity.

Output 1: work implementation programme (in Chinese) (submitted within 10 working days from the commencement of the project activity);

Output 2: "overall framework for the preparation of national extension programmes" (in Chinese) (submitted within 2 months from the beginning of the project activity).

Output: 3: "Environmental harmless Management experience and disposal Technology Promotion Plan of waste Electrical and Electronic equipment in China" (Chinese) (submitted within 5 months from the beginning of this project activity).

Output 4: training material on environmentally harmless Management and disposal of waste Electrical and Electronic equipment (in English and Chinese) (submitted within 6 months from the commencement of the project activity).

Output 5: technical Manual on environmentally harmless Management and disposal of waste Electrical and Electronic equipment applicable to developing countries (in English and Chinese) (submitted within eight months from the commencement of the project activity).

IV. Qualification requirements of tendering units.

4.1 the unit responsible for this advisory service shall have at least the following qualifications:

1) The institution undertaking this advisory service must be a lawful institution registered within the territory of the people"s Republic of China with the status of an independent legal person;

2) Familiar with the environment harmless management and disposal technology of waste electrical and electronic equipment at home and abroad;

3) Ability to organize and carry out information collection and on-site communication and coordination;

4) Those who are familiar with the Stockholm Convention or have participated in the implementation projects of the Stockholm Convention under the Global Environment Facility (GEF) are preferred.

4.2 the core members of the project shall consist of persons with the following qualifications:

Project leader:

A) The project leader shall have a senior title or above in environmental, chemical and other related fields, and at least 8 years working experience in solid waste or hazardous waste management;

B) Familiar with the regulations on the treatment and management of waste electrical and electronic equipment at home and abroad, and undertake domestic and foreign projects in related fields;

C) Experience in international cooperation projects and good coordination and communication skills;

D) Familiar with the requirements of the Stockholm Convention, with research background in POPs related areas is preferred.

Other members of the project:

A) Consisting of at least 5 persons and at least 1 person with deputy senior titles or above in environmental, chemical, electronic engineering and other related fields;

B) Familiar with the disassembly and treatment process and management requirements of waste electrical and electronic equipment, and has undertaken projects in related fields;

C) Good communication and teamwork skills, good English skills;

D) Familiar with the requirements of the Stockholm Convention, with research background in POPs related areas is preferred.

V.Duration

All activities shall be accomplished within eight months after the signing of the the contract.

Proposal must be delivered in a written form to the address below (in person, or by mail or by express) by Sept.24th 2019 (Beijing time), the time at which proposal received. Offeror must submit the original and 4 copies of proposal with official seal (including technical proposal and financial proposal), technical proposal and financial proposal should be sealed separately. VII. Others

Package Requirements: The package of proposal should be composed of an outer sealed bag and two inner sealed bags. The outer bag shall indicate the name of the project, the name of the unit and the address, contact name and Tel. The two inner bags should be tagged “technical proposal” and “financial proposal”; Outer bag and inner bag should be intact and stamped with official seal.

Technical Proposal Requirements: Please according to the TOR prepare the technical proposal, and elaborates the technical routes, technical methods and work plans, which are important assessment factors. Technical proposal without contents described above will not be accepted.

Proposal should be prepared under the requirements of Bidding Law of the People"s Republic of China and project management documents. If irregularities, it would be dealt with severely according relevant regulations.
