7.Contract description:The government has included the Yaoundé bypass construction in priority projects related to the transport development plan in Central Africa. For this reason, it has decided to finance this study via the EDF technical cooperation facility. This project shall be managed by the interministerial steering committee for the project to construct the Yaoundé–Nsimalen motorway and the eastern and western Yaoundé bypasses, and chaired by the Ministry of Housing and Urban Development. The Yaoundé bypass project is divided into the following 4 sections:• section T1: Nkong Biyem (RN3)–Nkoabang (RN10): approximately 32 km,• section T2: Nkoabang (RN10)–Nkozoa (RN1): approximately 19,5 km,• section T3: Nkozoa (RN1)–Minkoameyos (Yaoundé–Douala motorway): approximately 24,6 km,• section T4: Minkoameyos (Yaoundé–Douala motorway)–Nkong Biyem (RN3): approximately 10,3 km.The required services will entail conducting studies in order to perform the works in sections T1 and T4, as well as safeguard exclusivity of use of the areas in section T2. In terms of studies, this will result in the following activities: • for sections T1 and T4: comprehensive studies (detailed preliminary study), culminating in (i) declaration of public utility dossiers; and (ii) invitation to tender dossiers for construction works,• for section T2: brief studies (brief preliminary study), culminating in (i) declaration of public utility dossiers; and (ii) invitation to tender dossiers for works to expropriate and safeguard exclusivity of use of the areas. The services are divided into 2 separate lots: • lot 1: technical studies (including a technical and economic study) in order to finalise the route, followed by detailed studies and the compilation of company-consultation files for the works,• lot 2: environmental and social impact studies leading to the formulation of an environmental and social management plan as well as the environmental and social clauses to be included in the invitation to tender dossier for the works. The estimated duration of the contract"s implementation period is 12 months.
