Gigawatt Global Burundi S.A. (“GWGB”), Mubuga, Burundi is to build a 7.5 MW solar PV plant and associated transmission line. GWGB has applied for financing requiring conformity to the procurement standards of the European Investment Bank (“EIB” or “the Bank”), and intends to apply part of the proceeds toward payments for the procurement of the plant and transmission line infrastructure, under the two lots described in paragraph 5 below.
2.GWGB hereby invites interested firms to indicate their interest in the undertaking of the Engineering, Procurement, and Construction (“EPC”) and Operation and Maintenance (“O&M”) for the first five [5] years of the 7.5 MW solar PV plant (together Lot 1) and 30 kV evacuation and transmission line (Lot 2), by submitting an Expression of Interest (“EOI”).
3.The plant and transmission line are situated in Mirama, Mubuga, Gitega province, Burundi, about 3km from the main RN12 road that connects Gitega and Karuzi provinces. 20.3 hectares of land have been secured for this project installation and the whole plot has a perimeter of 2347 m. Following the transformer, the energy will be evacuated 8.5 km to the connection point (at 30kV). Therefore the project requires the building of an evacuation line from the site of the solar plant to the substation for the purpose of connection to the national electric grid. The grid connection and metering will be located in the existing Gitega Zege substation 10MVA transformer at 30kV.
4.The project will provide much needed additional electricity supply to Burundi’s underdeveloped power sector that has scarce generation capacity. GWGB has cleared the project with both the regulator and the off-taker and has signed a Concession Agreement, Power Purchase Agreement, and Government Guarantee with the state-owned utility REGIDESO and the Ministry of Energy and Mines.
5.The procurement will be divided into separate and distinct Lots, as follows:
a. Lot 1: Engineering, Procurement, Construction, Operation and Maintenance of a 7.5MW solar PV plant in Mubuga, Gitega Province, Burundi. The O&M contract will cover a period of at least 5 years from the Commercial Operation Date (COD), and will be extendable by mutual agreement between GWGB and the Contractor.
b. Lot 2: Engineering, Procurement and Construction of a 30 kV Evacuation and Transmission Line in Mubuga, Gitega Province, Burundi.
Firms can submit EOIs for one or both lots.
6.Interested firms may request the complete Request for Expression of Interest (“REOI”) from Michael Fichtenberg at michael.fichtenberg@gigawattglobal.com and copying misha@gigawattglobal.com
7.GWGB will perform a preliminary evaluation of the EOIs, on a compliance basis, using the criteria provided in the REOI. The preliminary examination will be followed by a technical evaluation, also performed on a compliance basis, which will enable GWGB to shortlist the firms eligible to bid. Evaluation and Shortlisting will be conducted at GWGB’s sole discretion.
8.All shortlisted firms shall be subsequently invited to bid, following the issuance by GWGB of Request for Proposal (“RFP”). Bidding will be conducted through international competitive procurement.
9.EOI submission shall comprise one (1) electronic copy, delivered in pdf format to michael.fichtenberg@gigawattglobal.com and copying misha@gigawattglobal.com, no later than 30 August 2017, 10:00 GMT.
10.All questions regarding this REOI should be submitted to GWGB at the email addresses mentioned above, by 16 August 2017 at 10:00 GMT. GWGB will issue all responses by 18 August 2017 by 10:00 GMT.
11.GWGB reserves the right to extend the deadline for submission of EOIs upon request by an interested firm.
