7.Contract descriptionThe contract covers the provision of long and short-term technical assistance, support for programme training and implementation of other contributions aimed at improving the management of domestic taxation in Ecowas Member States and strengthening the coordination, monitoring and evaluation system of fiscal transition programmes for each commission (ECOWAS and UEMOA) and for the Member States.As a reminder, the fiscal transition support programme in West Africa aims to support the implementation of fiscal transition programmes in West Africa, following the implementation of regional trade liberalisation policies (Customs Union, CET, EPA, etc.). 3 results are expected:(i) the management of Member States" internal taxation is improved and better coordinated in the region;(ii) the fight against fraud, tax evasion, illicit financial flows and corruption is strengthened and contributes to increasing tax revenues;(iii) the system for coordination, monitoring and evaluation of fiscal transition programmes is strengthened at the commission and Member State level.

11.Legal basis (1)Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23.6.2000 as amended in Luxembourg on 25.6.2005 and in Ouagadougou on 22.6.2010.
