Consultancy, research and analysis services on a range of environment, social, cultural and economic issues. Full particulars of the scope of services required under the panel is set out in the Statement of Requirements.
The Department intends to establish a panel with one or more suitable service providers, who may provide all or some of the services outlined in this RFT and the draft Deed of Standing Offer (Deed). The Department is seeking to enter into a Deed of Standing Offer for an initial period of three years, with the option of two, one year extensions.
Appointment to the panel will not imply any guarantee of work. Services will be appointed on an as required basis. The Deed of Standing Offer provides no guarantee or assurance of any particular volume of business, or that any orders will be placed with the service provider.
The successful tenderers will be required to ensure any staff utilised in the delivery of services obtain and maintain security clearances as required by the Department.

Other Instructions:

The ATO will progressively close for system upgrades from 24 December 2019 to 6.00am AEDT 2 January 2020. As a result, the ATO may not be able to process Statement of Tax Record (STR) requests lodged after 18 December until the New Year. Applications for STR’s should be received by the ATO before 16th December 2019.
Please be aware there is a departmental stand down period over the Christmas period. Any enquiries received after 17 December 2019 will be attended to from 2 January 2020.
Please note there will be limited AusTender helpdesk support on the 23 December 2019 and no AusTender helpdesk support during the Christmas Holiday period from 24 December 2019. The AusTender Help Desk standard operation hours will recommence from 9:00am (AEDT)

Conditions for Participation:

The Customer will exclude a Response from further consideration if at any time before a Deed of Standing Offer is executed the Potential Supplier does not provide:
a) a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and
b) for any Subcontractor that the Potential Supplier proposes to engage to deliver Goods or Services with an estimated value of over $4 million (GST inclusive), a Valid and Satisfactory Statement of Tax Record for that Subcontractor.
In any case, the Customer will exclude a Response from further consideration unless the Supplier has provided all required Valid and Satisfactory Statements of Tax Record no later than 4 business days from the Closing Time and before the award of any contract, whichever is earlier, refer https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/ for more information.

Timeframe for Delivery:

Deed is expected to end 30 March 2023 with two additional extensions, total end date includng extensions 30 March 2025
